The BG(R) Rodney L. Johnson and MAJ Spencer Johnson Memorial Scholarship

BG(R) Rodney L. Johnson graduated from South Dakota State University and commissioned a 2LT in the US Army in 1977. He served as an MP Officer for 32 years culminating as the CID Commander and Provost Marshal General of the US Army.

MAJ Spencer Johnson was commissioned a 2LT MI Officer in 2005 through the Officer Candidate School. Spencer was attending the University of Texas in Austin working on his PhD in Southeast Asia studies when he felt the call to serve. Spencer’s first deployment to Iraq was with the 89th MP BDE.

Education is very important to the Johnson family. We hope this scholarship will help someone continue to grow in Rod and Spencer’s memory.

Coming Soon: The Annelle M. Martell Order of The Sea Turtle Scholarship

This Scholarship was set up to honor Annelle Martell’s legacy by supporting other military spouses in their pursuit of education. Annelle never allowed the struggles of being an “Army Wife” limit her in her pursuit of a better life for her family. She always stood strong, continually saying “Don’t tell me I can’t!”

Why the Order of the Sea Turtle? This stems from Annelle’s love of the ocean and the fact that Sea Turtles symbolize longevity, wisdom, patience and endurance. Annelle never let the challenges of military life or her Type-1 Diabetes slow her down; she always made time to volunteer and support other military spouses and families.

Annelle married SPC Martell in 1993 and a few months later moved to Germany in a home off base. It was her first time in a foreign country in a village where there were no other Americans living at the time, yet she quickly learned some German and made friends with the elderly woman that was renting the house. A few years later she gave birth to her daughter Taylor and 10 days later her husband was deployed. She had a newborn, was living in a foreign country, her husband was deployed, and she still made a point to support other spouses. She held the home front down in every way. Early on she proved her strength and endurance.

Over the 20 years to follow she continued to support many families through the Family Readiness Group and on a personal level – supplying meals when people were sick, sitting with people in difficult times of hardship or loss, and assisting with childcare and transportation. Annelle made her home a safe place for those struggling or needing affection, and had the foresight to know what people needed, always showing up.

Annelle held down the home-front through Drill Sergeant duty and several more deployments (was the Chief of Operations in the Martell household for sure!). Annelle handled the purchasing of homes and cars with a knack for finding and negotiating just what she wanted, and made every duty station move over the years seamless, being the glue for her family. All this was a testament to the patience and wisdom she gained over the years.

Annelle passed peacefully at home on 19 September 2025 from Lymphoma Brain cancer. Though she didn’t get the longevity of the Sea Turtle, her longevity will be in her continued support to other military spouses through this scholarship.

The Military Police Corps Excellence in Education MPRA Scholarship

2026 Excellence in Education Scholarship Recipient

In 2019, the Office of the Provost Marshal General and the Military Police Regimental Association (MPRA) collaborated to recognize the importance of education for Noncommissioned Officers (NCO). The Military Police Corps Excellence in Education MPRA Scholarship was expanded to all enlisted ranks in 2023 and will provide a Soldier with additional resources to further their educational goals.

The recipient of this annual Scholarship is a MP Soldier who best exemplifies the Army’s vision and influences others in shaping future leaders within the Military Police Corps; while practicing excellent stewardship of the nation’s most precious resource – our Soldiers.

The scholarship is designed to allow Soldiers the opportunity to compete for an educational scholarship grant. This grant is intended to assist in achieving their educational goals. The Military Police Corps Excellence in Education MPRA Scholarship recipient will receive a $2,000.00 check for tuition assistance, books, and educational fees connected with their educational expenses. Check is paid directly to the attending educational institution. The recipient will also receive a $300 stipend towards the purchase of an electronic device of choice and a plaque from the MPRA. The point of contact for this Scholarship is the Office of the Provost Marshal General or the MPRA.

MPRA Annual Scholarship Program Details

The MPRA Scholarship Program awards scholarships annually to immediate family members of Standard Members of the MPRA and starting in 2026 also to the Standard Member. The immediate family members of a deceased member (active at time of death) are also eligible. Immediate family is defined as a parent, sibling, and child (by blood, adoption, or marriage), spouse, legal domestic partner, grandparent, or grandchild.

Students may be enrolled, or planning to enroll, in an accredited college or university in a program of undergraduate and graduate studies. The program was established in 2006 with the purpose of providing educational tools to the family members of the Military Police Corps Regiment. The MPRA Scholarship is made possible through generous contributions from friends of the MPRA and from proceeds from a variety of fundraising efforts. We have awarded $526,600.00 to 645 family members to continue their educational goals.
